Jo Armstrong

Jo was appointed in June 2015 as a Wheatley appointee. A business economist and public finance expert, Jo holds a BA and an MSc in Economics from the University of Strathclyde. She is an Executive Director of Fiscal Affairs Scotland SCIO and is a member of the Ofgem Electricity NIC Expert Panel. She is a Board member of Social Investment Scotland and an Honorary Professor of Public Policy at the Adam Smith Business School at the University of Glasgow. Jo is also a Fellow of the Institute of Directors and of a Fellow of the RSA. Her professional career has been extensive, spanning the private, public and third sectors. She held senior management roles in the financial services sector at the Royal Bank of Scotland and was a senior civil servant in the Scottish Executive (now the Scottish Government), in the housing and Scottish water policy areas. Jo has provided economic and budget advice to the Scottish Parliament’s Finance Committee, the Parliament’s Local Government Committee as well as to the finance directors of Scotland’s local authorities. Jo recently stepped down as Chair of ENABLE Scotland, one of Scotland’s largest charities in the care sector. Jo is a member of the Group Audit and Strategic Development Committees and a Board member of Wheatley Group.
